This position is located in the Department of Energy and Environment (DOEE), Environmental Services Administration (ESA), Air Quality Division (AQD), Permitting Branch. The following are the primary responsibilities of the position.
The incumbent is responsible for implementing permitting program requirements established under the District of Columbia’s air quality regulations. This involves reviewing air quality permit applications to install and operate equipment, determining regulatory applicability, interacting with applicants where clarifications or additional information are needed, and drafting permits and technical memoranda. The incumbent will perform site visits to evaluate equipment subject to permitting requirements and may assist with outreach efforts to the regulated community.
The incumbent also reviews Environmental Impact Screening Forms (EISFs) and other documents submitted for review under the District of Columbia Environmental Policy Act (DCEPA) and related air quality program guidance. The incumbent reviews these documents to determine the air quality impacts of development projects proposed for construction in the District of Columbia. These reviews often involve reviewing air quality and transportation modeling submitted by applicants and assisting the applicants’ consultants with questions about the modeling procedures and requirements. The incumbent performs modeling as needed. The incumbent may also assist in revising air quality guidance documents establishing requirements for these analyses.
