Air Pollution Specialist (APS) Opening at CARB

The Program Assessment Section has an opening for a motivated Air Pollution Specialist (APS) to join a friendly and dynamic team of scientists and engineers working to design and implement programs to help achieve California’s ambitious air quality, climate, and environmental justice goals. The Program Assessment Section develops air pollution mitigation strategies for the oil and gas and related sectors. The section’s responsibilities include community monitoring near oil and gas facilities through the SNAPS program (Study of Neighborhood Air Near Petroleum Sources), analysis of activities and emissions from the oil and natural gas sector and development of recommendations regarding exposure and monitoring of biogas/biomethane. The section also provides support for programs in the Oil and Gas and Greenhouse Gas Mitigation Branch in the Industrial Strategies Division.

Under the direction of the Air Resources Supervisor I, the Air Pollution Specialist (APS) is primarily responsible for analyzing available data on constituents of concern in biogas and biomethane, as compared to fossil natural gas. The incumbent prepares technical reports including assessments on exposure to biogas and biomethane constituents of concern for a variety of exposure scenarios. The APS works with staff in other branches and divisions as well as sister agencies to inform their analysis and technical reports. Additionally, APS develops and manages contracts designed to gain knowledge and understanding of biogas and oil and gas emissions. The APS also assists and supports the Section, Branch, and Division with oil and gas-related efforts, including but not limited to analysis of toxic pollutant emissions and greenhouse gas characterization, mitigation, and control.

The APS will develop familiarity with CARB's air pollution and climate programs and work with other CARB divisions, CalEPA, other State agencies, and external organizations, including industry and environmental organizations and community groups, while developing complex and technical programs to support CARB’s clean air goals.
